For school districts
This page is for superintendents and for district equity and improvement leads. Dr. J Fraser built the equity department at Brooklyn Center Community Schools from scratch as a director-level practitioner. During that work, suspensions and absenteeism fell by half. His doctoral research analyzed 67 strategic planning documents across 5 metropolitan districts.

The program
The Institute for Courageous Leadership is a racial-equity leadership program for the people who run schools and districts. Year One holds ten foundational sessions; Year Two deepens the practice. The arc moves from self, to system, to action: leaders start with their own story, name the patterns they inherited, then change the practice that reaches kids.
The Cycle of Socialization, I AM, and the Racial Autobiography. Private reflective tools each participant writes and keeps. Never graded.
Each Loop takes something a leader actually wrote or decided, a memo, a transcript, a choice, and reflects the pattern back.
The program shows patterns across the cohort, never private text. Aggregate by default; a participant’s words stay the participant’s.
The engagements
Equity-centered strategic planning runs from a free intake to a three-year partnership. The engagement starts by naming the friction in your system, then builds the plan and the tools that carry it. When a district needs the digital side built, the build catalog covers it: platforms, operations hubs, and websites with fixed pricing, a 30-minute discovery call, and a fixed-price proposal within 48 hours.
Security and trust
District data gets named protections, and the pages that describe them do not overclaim. Every application is reviewed against the OWASP Top 10 and the NIST Secure Software Development Framework. Access control is enforced at the database with deny-by-default row-level security, so an application bug alone cannot expose records. No API key or database credential ships in the browser; that was verified by scanning the deployed sites. Two independent teams audit the same applications, and a verification pass has to prove a frightening finding is real before anyone acts on it.
There is no SOC 2 certification and no third-party penetration test yet. Both are named on the security page rather than implied. A penetration test is commissioned when a district contract or data agreement requires one. For education records, the controlling agreement is the district relationship: the application implements your retention and access rules, not its own. A district engagement can also run on its own isolated database, separate from every other client, and that is the posture we recommend for districts.
The instrument
Alongside the plan itself, a district engagement can carry a year-long instrument: a continuous data-collection loop that gathers signals from the people doing the work across the school year and reads them back on a regular rhythm, so the plan learns from practice instead of waiting for the next planning cycle.
Here is how an engagement can run. A community-based team, seated by the district, sets the duration and the governance: how long collection runs, who sees which school’s raw signals, and when the instrument closes. The plan on paper starts the performance; the practice writes back to the paper.
The honest state of it: this instrument is being prepared for district strategic-planning clients now. The first district engagements will shape its final form. It is a way an engagement can run, not a shipped product with a user count.
